A lukewarm "Yes" from me.
If you want to win the war for the Kaiser then it's worth a couple of doubloons.
But don't expect something with a challenging enemy and deep management system.
I enjoyed my 37 hours with it and that was enough.

It's a scam, don't buy it. After you've played around 3 hours, the game will crash on turn 12 (Central Powers) or turn 13 (Allies) every play through. No way to recover the saved files. You have to start over. You can't get a refund from Steam after 2 hours of play time. So you own a broken game with no support that will not run after a couple of hours of play. Stay away!
Review Update: The Slitherine website had a kind and sympathetic soul who directed me through modifying the game.lua file so that the game would run. It is still frustrating that I had so many problems and the forum comments were from 2012, but ultimately - the game is fun to play.
