Stellaris sold nearly 100K is not enough, Russia,Potugal,Spain,France,Brazil less than China, but localizaed

AndrewT：Games that have been sold do not count because, well, they are already sold - we can't charge them extra for Chinese localisation done after they bought.
As I suspect you are well aware, there is no such magic number. It's a ROI calculation. Clearly marketing have decided it is not worth it as yet.
