If this game were completely deterministic it might be a fine puzzle game. As it is, there are enough elements of randomness that it's a strategy game and it's not a very fun strategy game.
There are a lot of small improvements (firing at aircraft over treelines, being able to hit any square you want with artillery, etc.) that would make it a slightly better strategy game but I don't think the bones are good. Also, I think the AI cheats with fog of war.
