A very good and necessary addition to the base game, do recommend when in sale.

This is one of the "must-have" DLCs for Stellaris. Pick it up for $10 if you can.

The first and most essential of the Stellaris DLC, Utopia adds an impressive amount of content compared to later expansions.

Utopia is one of the best expansions to Stellaris, the megastructures add a lot to the lategame, while the ability to play a biological gestalt or a fanatic purifier cannot be understated, this is one of the few DLC I consider to be a must buy

Simply not worth the price it costs, if at all, buy it at 50% off. While Megastructures and Habitats are certainly nice additions, their limited functionality feels like they should've been part of the base game. So having to buy them as DLC feels weird from the get-go. Megastructures, for the most part, are locked behind techs of various rarity, with their application being also based on star type. In short: if you don't roll the necessary tech, or your stars are of the wrong type, you're just shit out of luck. The benefits also vary GREATLY in relation to play-style. So ultimately, this could be a purchase you never really use. Which again, is not good for (overpriced) DLC. Habitats, aka space stations with pops, are the better end of this DLC. Allowing you to create new "planets" inside your existing systems without the need for further expansion. They serve pretty much the same purpose, and come with decisions to upgrade them according to your need. HOWEVER, things do get messy based on your species type, and a lot of design decisions by PDX don't make much sense. For example, if you play an aquatic species(also DLC), then the created habitat will have very low habitability for your aquatic species, because all habitats have a standard type. You first have to "flood" the Habitat, to make it more habitable for your aquatics. But as it is, its not actually doing anything. Because flooding a Habitat, always gives a -20 points subtraction on habitability. Your aquatic species type gets +20 for living in the flooded Habitat though. So the end result defaults at 0 again because the two effects cancel each other out. So not only does flooding not really do anything to ra ise habitability, but in fact, it lowers the habitability because flooding has other negative effects as well! And then of course there's the sensible question of why an AQUATIC species would feel it necessary to build a Habitat they can't even live on, in the first place? In my opinion, Habitat type should default to your default species type automatically. But PDX does not think its worth addressing this issue, because "you can just upgrade the Habitats", and the general upgrade bonuses will eventually provide enough habitability to outnumber the above nonsense. Its typical PDX "bandaid" development. If I didn't know better, I'd start to think that PDX deliberately overprices their DLC to herd people into buying their DLC subscription plan, hoping that people forget about it(as a lot of people with subscriptions tend to do) and pay PDX without even playing the game. Come to think of it, I actually don't know better...

This is one of the essential DLCs for the game, and SHOULD be part of the game by default. If you have a limited budget ot DLCs this is a must buy.
