Sheltered is a very frustrating game imo but not in the right way. The design, the controls, the UI, the gameplay design... everything has a tiny (big) flaw to render it annoying. So it's very hard to recommend.
TL;DR : Game is good and fun and rewarding but many designs and gameplay design makes me believe you shouldn't code a game after a hangover.
Above else is the gameplay loop. All you can do, at least for the first hours is click on diverses objects (sometimes) and wait (most of the time) for your expeditioners to spam the radio so you can tell them what to do. Some interactions take an insane amount of time like taking a shower is 3/4 hours long maybe more. It starts to be a bit more complex after some time but it makes the early game very tedious for litterally nothing. Like it's just wait and click.
The tech tree is completely absurd, it shows mechanics and leave you access to techs you can't even sustain or use before you prayed the good lord RNG, like traps for meat at tier 1 but can't store ANY piece of meat before tier 3.
The tutorial is crap, doesn't explain a thing. I don't mind learning the mechanics when the game design actually points you towards what it can do, so you can adapt. PZ did it flawlessly.
Now I write this out of spite for the 3 hours colony wiped in an instant because no one tells you oxygen is limited to a certain amount of people aaaaaand the UI tries its best to undermine your efforts trying to find how you can kick people, if you can.
Yet the game is pretty good, it passes time and feels fun nonetheless. It also scratches an itch located between your Fallout Shelter cheek and your This War Of Mine cheek. And after all I said, I recommend it.
If you can spare the hours of head scratching trying to understand what the fuck happened in the in the dev's mind. Then this game is for you.
