This is the secret 4th Graviteam Tactics game.
The operational side is exactly the same as Graviteam Tactics, down to the UI. Move your units around, attack, defend etc.
The difference here is, when a battle starts you're not a general in the sky ordering units around. You're inside one of the tanks commanding a tank platoon. The rest of the battalion follows the orders you gave them in the operational phase.
If you're already familiar with graviteam tactics, the operational side is easy to pick up. If you're not familiar with it, well the learning curve will be steep but it's worth it. There's other tank simulators, but this one has the best campaigns out there.

The campaign time limit doesn't give you time to do what you need to do, the devs were said to do this for so called strategic reasons, it ruins the game IMO.
