The closest thing to Black and White 1. Every single self-proclaimed god game that has released in the last two decades is essentially a city builder with gimmicky powers. This one avoids that pitfall and nails the essence of the genre. It's good.

Not perfect but deserves more spotlight than it seen. I wish I found it sooner. Onboarding could use some work but you figure things out eventually. If you liked the first Black and White game you'll like this. It has its qurks that make it unique. Some are easy to love and hate at the same time. Here's a couple qurks of the game. Spoiler alert!
You start with no UI. You unlock it by putting souls into omniscient powers. I like it. I also thought the game had no background music but it turns out once you make a believer into a bard he plays the music. This is one I love and hate. Sometimes it is deafeningly quite. That's usually when I remember to check and yup my bard had died.
Sorry for ruining it on ya. It's just something you have to experience yourself. I can see myself coming back to this frequently to scratch that God game itch.
