An absolutely phenomenal VN in all aspects and absolutely deserves to be among the best.
The action scenes are so well done, both with the use of 3D animations and also the multitude of artwork solely used for those specific scenes such as arm & gun artwork, muzzle flashes, various movements, splatters, and tons of other touches that all made it work.
The world building is also very detailed. There's a whole database with entries that you can sift through to learn about various aspects of Tokyo in 2199, there's also a bunch of different factions throughout the city and, while they don't really play a big role per se, there is lore there.
Character interactions were all great. They all have their own growth arcs and it's a joy to watch them transition from who they were to what they become. There are enough lax entertaining moments but a lot of it is tense, intrigue and lots of action.
There's honestly very little I can fault with this title. Only problems I can think of are that it can take longer than necessary to reach the main menu every time you boot the game as it does a slightly tedious animation sequence every time you launch the game. Also, in some of the action scenes, instead of muzzle flashes, they just flash the screen white which is a little uncomfortable, but this doesn't happen too often.
Of course, do your due diligence and make sure you have the "proper" version of the game to enjoy the full experience.
