Game play isn't the worst, but not the best either. The levels aren't creative, and the final boss kinda sucks. Other than that it's kinda fun if you just wanna play a Sonic game.

Writing this review as a SEGA Genesis kid.
Agreed with some that the graphics are questionable. The 3D aspect is done okay, but there is no way that Sonic should look like a pixelated mess when not moving. Robotnik and the animals look the same way.
The controls are a bit questionable. The menu controls are horrendous. ESC does nothing, enter and space alternate for moving forward, and alt-f4 doesn't even close the game. When using a 360 controller, the game is okay, when using a keyboard, the game is okay (to me potentially better). The jumping and running feels a tad bit delayed compared to its Genesis prequels. The new functions of sonic such as the dash attack in the air and the many interactable elements (swinging vines, zip lines, etc.) are welcome because those were slightly starting to be introduced in Sonic 3 and Sonic and Knuckles games and were eventually utilized in the 3D Dreamcast sequels.
I absolutely HATE the fact that this uses Java. I know it is based on a 90s game, but are we still in then 90s? Java?! JRE to run the game... And steam doesn't even install OpenJDK or something else along side it for ease of run. Other steam rant is that there is no Steam cloud. This game was developed in 2016 and no Steam cloud support... Bummer. I guess considering that most of the Genesis games didn't save when power was shut off, this isn't anything new to the series, but still...
Now the good. The game does still feel like a sonic game at heart. The levels are based on the 90's games, the play style is still run as fast as you can while collecting as many rings and taking out as many enemies as you can without getting hit and loosing all of your rings. Secrets are laid out in the levels and it really does feel like the next game in the series at heart when knit picking is put aside.
Overall if you are a fan of the original series or just SEGA as a whole and you can grab this on sale, it is worth having in your collection. If you are looking to relive the original series, but with a newer twist it can definitely scratch the itch. I am doubtful that the original Sonic team worked on this. Most of the devs who created the original games are probably long past retired or were rethinking life after the Dreamcast died. With that said, if you are looking for the same ground breaking SEGA quality that was in the 90s, you will not find it here.
I am replaying it on new hardware without my save, so I may return after completing all the levels to update this review if the later levels that I do not remember playing bring up other bugs\hidden gems to comment about. Before I played this on a mid level PC with a 360 controller back in the day and now am going 100% on high-end hardware with a keyboard and mouse.

Ugly graphics, and issues with the controls. The plot is actually much worse than the classic games. There just aren't enough levels to fill what is supposed to be a follow up for Sonic 3. This shows signs of originally being a downloadable PSP/Android game.
Actually, why was this even called Sonic 4? And why did it have to be a direct follow up to Sonic 3? At least the music was alright.
