My congratulations to the developers of Rule the Waves 3 for the apparent depth of research and sophistication of programming that went into the product. But, frankly, I think the game needs some work. I have played it quite a bit lately, and become quite frustrated in what I view as its shortcomings. In the big picture, the AI is clearly programmed to screw the human player, whether in the form selling the human players short in terms of naval resources or setting him up on the short-end of asymmetrical combat scenerios. It took me a while to get an angle on this game. I feel that the system for generation of tension leading to war is simplistic and repetitive. There are also a couple of smaller issues. The human player should be able to remove a below-average or incompetent commanding officer for cause without the loss of prestige. Officer assignments seem to be pretty much arbitrary despite the apparently significant amount of information the AI generates on the ability and special characteristics of each officer. It is kind of a paradox. The game makes commanding officer ability key to crew and division quality, but then omits a mechanism for the human player to move officers without loss of personal prestige. Finally, the scheme for providing special training for crew should be modified. In the real Navy, or, at least, the American navy, training takes place all the time and is presumed to have a cumulative and ongoing benefit without significant increase in cost. FYI, there are no junior captains in either the Royal Navy or the USN. I am still learning, but it seems like every time I get in a good position that I get invaded by the Royal Navy. Figure that.
