I might be a bit mixed up on what this is, but it isn't a Wallpaper Builder as far as I can tell. It basically lists lots of wallpapers to choose from and lets you set them as the background. To be clear, aside from setting a "live wallpaper" or "video wallpaper", there doesn't seem to be any editing features.
• Is it worth the price of $3.99? Yes, if you're lazy or don't know how to source the materials.
• Is it worth the price of $3.99 if you're a programer and know how to do this already? Maybe.
• Is this worth the price $3.99 if you already have other programs that do this? No, it isn't the best optimized out of the other solutions. Granted, there's only one good one on Windows so far as most of them only work on GNU/Linux.
This were just listed today for me, so who knows if things will change. I'd hope they'd add some editing features. That alone could make this worth the price for those of us that program. That also said, I'm probably not the market for this.
