Extremely short: 80% off during sales is a fitting price. 0% off (no sale) is very good if you want to support Acerola & KGs (Eng + no mosaic)
Extremely full of ero, very simple puzzles, animated h scnes, one better than the other, and intense if aroused state.
However, it's not for thoes who seek "consensual love".
Otherwise, you don't miss anything skipping. Especially since there aren't that many variations....
However, if you aren't here for the story, and like Celianna based on the pictures, than why are you still wasting your time reading reviews? She is waiting!

Acerola are kind of hit and miss with their games. Their artwork is always great, but the gameplay usually isn't there and this game is no exception. The puzzles are fun-ish? I guess? Incredibly hard to fap to. 3/10

The game is short and light on story. Some annoying mechanics like having to stand still to heal. The game is designed to reward you for losing encounters, but then you just have to stand there to heal. It's not fun.

[b]MECHANICS[/b]
Phantom Thief Celiana (PTC) has stripped the RPG out of RPG-Maker, keeping only the real-time action mechanics. You complete missions by navigating your character through dungeons, using your keypad to avoid or defeat moving monsters/traps and solve the odd puzzle. Getting caught launches a minigame where you have to hit the action button repeatedly in order to escape before being knocked out.
You’ll also need to manage your arousal and bladder by ‘relieving’ yourself at specific points in the dungeon. If you don’t do this in time, you’ll fail the mission. Failure of any kind (either by getting knocked out or too aroused) means restarting the entire mission. The game features five different dungeons in total, that can be completed multiple times for additional (not particularly useful) loot.

[b]STORY[/b]
You play as Celiana, a thief in employ of a Robin Hood-like gang called the Cat Punch Thieves. Together with your boss and your fellow thief Moon, you steal from the rich to help the poor. In the meanwhile, you search for your missing mother. The story is very short and shallow; it’s over before you know it.
[b]QUALITY[/b]
PTC is an actual game; you’ll need moderately agile fingers and a bit of wit to complete it. Unfortunately, it’s a bad game: short, uninspired, repetitive and incoherent. The latter is PTC’s biggest failure: gameplay, story and lewd don’t match with each other at all - even when measured against the rather low standards in this genre.
For example, the story doesn’t even attempt to explain why [spoiler]both nobles and criminals have the same convoluted dungeons below their houses, patrolled by the same monsters and riddled with the same wooden horse and tentacle traps. Or why the lead characters are somehow unable to hold their pee for more than 2 minutes straight. Or why some dungeon doors can only be opened by becoming pregnant and laying a monster egg.[/spoiler]. I could go on. It’s all so silly that you’ll never feel any immersion or sympathy for the characters.

[b]SUBJECT[/b]
The H-content in PTC is mainly about Celiana, her friend Moon and occassionaly their boss Twelve being assaulted by various monsters, traps and enemies. There’s no build-up or progression; you may run into lewd scenes as soon as the prologue. And while the protagonists struggle during the scenes, it doesn’t affect them in any way otherwise. Getting molested is apparently business as usual in the world of PTC.

[b]CONTENT[/b]
Some 60 animated scenes, most of which are shown as overlay on the main screen during battles. Images and animations are all hi-res; the size of the lewd patch is even over 3GB.
[b]ACCESS[/b]
Lewd scenes are unlocked by succumbing to monsters/traps and failing missions. The first unlocks combat animations; the latter full-screen defeat scenes. Annoyingly enough, unlocking everything will likely require you to replay the same missions many times. There is a vendor at your headquarters (a cameo from another Acelora-game) that sells items to manage your arousal, clothing and pregnancy, which helps a bit.
Completing the game gives you a NG+ option with different game modes, but doesn’t unlock the full gallery. If you’re interested in that, you might want to consider downloading a save game somewhere.
Censorship: The game is censored by default. You can download a patch at the publisher’s website for free (after making an account).
[b]QUALITY[/b]
The quality of the lewd is actually pretty good: hi-res, mostly animated and with some minor supporting voice acting (in Japanese). It’s clear that this is where most of the development effort went. Variety is limited, though: many scenes, as well as the main characters, have a similar look and feel.
[h1]VERRO’S VERDICT[/h1]
PTC is a turd of a game. While the lewd is OK and the gameplay not too bad, the sum is considerably worse than its parts. This is also due to a lazy implementation: bland level design, shallow writing, no progression and very short playing time.
I fail to understand why Acelora, an acclaimed creator of games such as Treasure Hunter Claire and Brave Alchemist Colette, has a sub-par product such as this in their line-up. Do not buy, even in a sale.

Thieves. They are almost always retracted as people who take from others for their own benefit, but what if they were beautiful women fighting for the good... and to maintain their "purity"?
With this different plot begins our history following our three protagonists. Celianna a girl of humble origin who lost her mother a long time in a mysterious disappearance, but always lively, optimistic and naive, never denying helping others. Moon proud and a little convinced and another member of the organization, but she also has a great sense of justice and knows how to be rational just at the right time. She refuses to talk about their parents. Twelve is the older member of the team, was a field agent like the others but now is the leader of the group and the one who provides information on the missions, almost all the time is calm, serene and never lose patience, at least until you try to ask her about her past when she was in active duty. ^^
The game focuses on exploring dungeons, more precisely moving through them from start to finish without being caught by any of the monsters, falling into a trap or letting a "totally innocent" bar reach the max. It may seem simple, but is more complex than it looks, there are various types of enemies, those who move by a fixed path, ones who follow you, those who are hard to see and those who force you to pass at the right time. They will not try to hurt or kill the characters but... let's just say they have a lot of interest in a special women's place between the legs. ^^
During missions the player needs to worry about three bars, Life, Arousal and Pee. The first represents the life of the character, it decreases whenever the character is taken by one of the enemies until it empties or the player escape. In lower difficulties it regenerates after escaping, but in higher ones you need use items. If life reaches zero the mission ends and the player gets a "bad end" before having to start the dungeon again. Most monsters are not life-threatening, but some traps are single-handed capabilities that take all life in one shot. Arousal always starts empty and will fill whenever the character is captured by some of the enemies and do "pure and innocent" things to them. Having this bar a little full is not a problem, but if it fills the mission fails with a "pure" scene with the enemy that captured you and unlocks in the gallery. It is possible to clean this bar with the use of a certain flower with which the character has fun alone in a very interesting sense (^^). The last one is called Pee, just as the previous one always starts at zero but with every step fills a little, so it's not a very good idea to walk without direction. If the bar becomes full the character ends up emptying her body wherever she is, and this increases the second bar (Arousal) 30 to 50 points. It is possible to clean this bar with the use of a toilet, represented by a yellow drop. ^^
About the enemies, the game has 3 types: Monsters, Traps and Bosses. Monsters move through the dungeon, some follow the player and go behind him, but most move around the same places. They can capture the player if they reach him or if it moves where the monster is. If you get caught by one you need to remember two things, first with some exceptions the vast majority is not able to take all life alone, but they are more difficult to escape what can be a problem for the Arousal. Second type is traps, they can’t move, always being in the same place, so they use tricks such as staying in places that make it difficult to see or, for example, a tentacle trap, when the tentacles are inside the ground the trap is harmless and you can pass, but when the tentacles come up you must avoid them or you will be captured by slimy tentacles full of "pure" intentions (^^). If the player falls into a trap he needs to remember they are the opposite of the monsters, all are able to take the life of the character to zero regardless of how much is but are easier to escape. The last type is the bosses. They are rare and are only found at the end of the dungeons but not all of them. Their goal is to catch or spot the character, so the player needs to avoid them or knock them down without being seen. They have no interest in "pure" things. One last piece of information, both monsters and traps will not be able to move or capture the player if they let it finish they "innocent jokes" or escape. ^^
Now the part known as the "pure" things that the game has. They can be divided into two types, the related to enemies and "Bad Endings", remember you need to use the patch before you can see see them, found in Kagura site or Nukige (^^). Those related to enemies are the easiest. Just let the character get caught by some of them or fall into them if there are traps. Once caught, an animation will start on the right side of the screen where the character stays throughout the game. Traps have only one animation while creatures have 3 or 4 different animations, and it is possible to know what the animation will be by the color of the enemy, because all of the same color use the same animation when it comes to "pure and innocent" things. To unlock the animation in the gallery you need to fill you Arousal bar with one Creature. Creatures have the ability to release a certain "totally innocent" white substance which is represented by a blue bar just below the escape bar, if this bar becomes full the creature releases its "love" (^^). This causes them to be able to impregnate the character, causing her to have a pregnant belly and unable to run around until she releases the egg (Yes, creatures impregnate the character with eggs) In a special place marked with an angel. The other type is "Bad Endings," I use the term in quotation marks for two reasons, first if you want to see "pure" things it can’t be called bad, and second is not an ending. To get them just take the bar of life to zero, something good facial with a trap. Each consists of a sequence in which one of the characters is used to satisfy the carnal desires of others even against his will, something totally "innocent" (^^). Just see once to unlock in the gallery.
But it is necessary to say a little warning, the "Bad Ends" feature some fetishes that may not please everyone, besides the use of the intimate parts against the will of the characters we also have fetishes where the character is slightly drowned in the water before "being loved by multiple male big toys" and then in a certain warm white substance, pregnant “love” (it is an egg but the size of the belly is the same) and women with a very masculine region (^^). During the game, love with a pregnant belly is a common fetish if the player let the creatures finish, besides one that is more personal opinion but some creatures resemble dogs although they have 3 heads, I do not consider this a problem but it goes from personal opinion. ^^
About the art, two words describe it well, Big and Round (^^). All 3 characters are beautiful in their own way and have beautiful measurements, especially in some parts of the body that draw a lot of attention (^^). The game has very colorful and detailed art in a medieval fantasy world but with some technological advances, the hideaway of the heroines flies in the sky.
Phantom Thief Celianna is a very different game from Acerola, it does not have RPG functions like hunting monsters, gaining levels or the usual mechanics in their titles neither the day to day feature to look for work to pay debts like other games of the study. Nevertheless it is an interesting and fun experience with its various dungeons to explore, escape from enemies, solve puzzles and face ever different bosses, with a good doze of "pure and innocent" things like in all other games from the studio (^^). If you have no problem with the fetishes presented or even want to challenge yourself without the patch this is a game I recommend as it yields a good number of hours of fun. ^^

TL:DR - This suffers from, what I'll call, the Seeds of Evil dilemma. An exorbiant price for far too little content. Don't buy until the price has been significantly reduced.
I'd like to start by saying that the game is alright. It's a stealth puzzle game with H aspects thrown in. It plays well and CG scenes are pretty good. The animated sidebar with your character is pretty nifty.
However, like a lot of the other H games popping up on steam, it's severly overpriced for the amount of content you get. I beat this in 3 hours. You could cut the time down to about 1-2 as much of the time was spent purposfully losing so I can collect "resources" (this game, like many other H games uses s*m*n as its currency. Encouraging the player to lose in order to collect this).
The ending is super abdrupt, and the "story" progresses in an odd, unnatural manner, going from 0-10 over the course of 1-2 missions.
The animated H scenes are alright, but you encounter the same enemies and situations over and over again, so eventually, it gets tiring and about half way through the game ( 30 mins - 1 hr in ) you've seen about everything you're going to see for the rest of the game (barr one or two towards the very end).
Again, it's not bad, but $13 for a total of something like 8 missions, half of them being modified versions of previous missions set in the very same level with roadblocks to make it slightly harder, is absolutely insane. Them's almost Hollow Knight prices, and this does not contain a fraction of the content Hollow Knights had.
I would encourage anyone looking to get this game to wait on their purchase. Go buy Evencile or Treasure Hunter Claire if you're looking for an H game that's worth the asking price. I typically go by the rule that a game is worth 1-3 dollars for every hour of good content it provides. This would make the game worth about 3-6 dollars depending on what you're looking for, but certainly not $13.

You *must* play this with the decensor patch (available from the developer's website; look on the discussion board on Steam if you can't find it), otherwise the game is completely missing gameplay mechanics. Most of the negative reviews here are probably from people who didn't install the patch. If you're not going to install the patch don't bother with this game.
I forgot to install the patch and did the first level without it. Unpatched it's pretty much missing everything that makes this a game.
Even though the screenshots make it look like an RPG Maker game, it's actually more of a top down action maze game.

I can only recommend this game at full price if you really like giant anime tiddies. If you're just looking for a nice stealth puzzle game... Maybe get it on sale once it drops below $5. Not only is the main campaign too short, but the postgame is very disappointing, and the story is nothing to write home about.
