Has the old ISS touch (but cartoon syle), fast and fun. It might become repetitive but it does the job for some time.
Also the highest difficulty is pretty easy.

Ive played a few championships like the Africa cup, eventually lost in the final to Brazil in the America cup. This is a fun, easy and yet difficult arcade soccer game. Id say for the price its worth it, game does have humor in for added laughs. Half time you can manage your players as well, swap those out that are tired. For an EA game this one is solid

If you want a fun football game buy it.
Nice gameplay,a lot of teams to pick up and play.
The difficulty is adjustable.
The retro style is a plus especially if you remember those beautiful times of football.
It will keep evolving and it is at a very good price.

This is the only team sport style game i have played but with that being said this game was more than i expected a soccer game to be. The first goal scored when i got this game was a made after bouncing off the top of a cross bar and then having some do a backflip-kick which sent the ball flying into the goal. This game had amazing visuals and a very friendly appearance. It also was very VERY intense. In both the Europe cup and the World Cup i had one 3-2 in the final games. Other than that the game is incredibly easy to learn and i enjoyed every single bit of it. I would definitely recommend this to anyone and thanks for reading my review.

i'd bought it with a friend for a few funny arcade football moments and was very disapointed.
the gameplay is very clunky, passing and crossing are very imprecisely and you're unable to select different camera angles.
back in the days, the snes game international superstar soccer was, in every respect, way better.

Legendary Eleven is a very fun and very basic (in it's current state) arcade-style soccer game. It's a well built game with few bugs which is refreshing to see in Early Access, however there are a few things that irk me about the gameplay. Overall I think it's a fun game for what it is and worthy of the $9.99 price tag.
The core of the game is pretty solid. Almost everything about the actual soccer plays great. The one thing I don't like is that your player stops when charging for a shot. This leaves you vulnerable to getting the ball taken away and makes it difficult to take quick shots. Being able to charge your shot while mobile would really add a lot to this game.
You are rewarded for passing and keeping posession. As you do, your 'super shot' meter fills and eventually lets you take an 'unstoppable' shot (I've had 1 of mine saved so far...) that looks pretty cool, although there arne't many animations for the shot itself and looks the same almost every time. Ref's calling fouls on tackles seem to be 50/50, and the type of foul doesn't appear to matter what card is played (haven't seen a straight red yet).
The replay system is a bit wonky and seems to start from when you gained possesion of the ball so some replays can take a long time before showing you the actual goal. The replay controls are also lacking but it is nice that they are there as some of the goals are fun to rewatch at the right angle.
Even with the new Legendary Matches mode (a new mode where you replay famous real matches from the past and have to win under certain conditions), the overall gameplay ends up feeling somewhat linear and stale. You get the sense of untapped potential while playing. Once you are comfortable with the controls and harder difficulties the games start to run together. Other arcade style modes would be really cool, such as a story mode or other skill challenges. In the end, it's a fun game and scratches the FIFA itch for me, 5 hours in and I'm happy with my purchase. Can't wait for online multiplayer...

It isn't the best football game I have played, but for the small cost it is good enough. Cool looking retro graphics and decent controls. And the possibility to replay old classic games is a nice feature which also brings up interesting fact concerning the match.

It is commendable because it is made by an indie european company.
That being said, the gameplay is incredibly shallow. To make these formulas work, you have to take the games from the 90s and re-create them with modern standards. If not, it feels just like launching a MAME session. Which is how this feels.

For the past like 2 decades i've been on the lookout for a modern take on a football classics like International Superstar Soccer Deluxe or Super Sidekicks 3 and in the past years a lot of "retro", "arcade" football games were released on Steam, so far, either they never played well or development was abandoned and the game remained in a broken state.
This game kinda looks like Super Sidekicks, so i had high hopes, maybe too high.
The first annoying thing is the main menu. At first i thought my graphic card is dying because graphically it just looks so messes up. Beyond ugly. The navigation is also pretty bad (and on gamepad you can't use the D-Pad for some reason, what's up with that?) and the options are sparse.
Which also continues for the Game itself. You can have a single match or one of several premade tournaments (the usual suspects: Africa Cup, Asia Cup, America Cup, Euro and World Cup, nothing more, nothing creative) and no, you can't create your own Tournament (i mean seriously that had been a option in nearly all non-arcade football games since the late 80's)
36 Teams are available, you can somewhat edit them but you're pretty limited in terms of who skillful they are (no you can't create a super team or a crappy team for fun/added challenge, you have to use a set amount of points per player)
The gameplay is horrible. Simplified controls are of course good for throwback games like this and thus you only have 5 Buttons: Run, Pass, Shoot, Dribble and Pass into Open Space. Notice something? Yes, this game has no Button for Long Passes. In fact, Long Passes don't exist at all. Even at Corners you just shoot the Ball into the Penalty Area and hope for the best. Dribble makes you do fancy dribble moves that usually just end up with the CPU fouling you. Passes are also a bit handicapped. Pressing the Pass Button again while the ball is going to the player makes the receiver jump up and let the ball roll through. So you can't actually do quick one-two passes, which is annoying. You also can't control the goalkeeper.
The big feature are the super shots. You have to load up a bar by doing passes (lots of them) or dribble moves which at least against the AI doesn't work since they just foul you and that immediately drains the bar. In the 6 matches i played i got 2 Super Shots off, they are unstoppable, can't miss affairs (Even in Nintendo World Cup the Super Shots had a chance to miss) but getting them to work is next to impossible since it takes ages to get the shot off (same with regular shots)
And that's the next flaw: The AI is beyond atrocious. All they do is foul, foul and foul more. They even foul their own team mates. In a match against Ireland i had 4 Penalties and 6 Free Kicks and they got 3 red cards. The AI can't play clever at all and is borderline broken. They also seem to be always faster than your players. I played with Germany against Saudi Arabia, one of the worst teams in the game and they nearly outran my players. Ridiculous.
Gameplay is also not really fun sadly. It's too slow, the fouling AI destroys everything and without long passes you can't even play properly. Worse: 4-4-2 is seemingly the only formation possible, there are no tactics. The only thing you have are "Stickers" aka Ability Cards that give you a boost. For example one of your Defenders gets boosted stats, your entire Offense is stronger (this is really taken from Super Sidekicks), others made the referee ignore some of your fouls (the AI needs this one!) and so on. Most of them are locked behind things like "Win the World Cup with England" or "Do 1000 Substitutions" (that is not a joke!), with one hour i just tested the few that were unlocked and to be honest i don't even notice that big of a difference.
Graphic wise there's not much to say, most graphics are crap, the players look OK and the retro look is actually not bad. Animations are stiff.
The music isn't good, the sound effects are mediocre and the commentator has just a few lines like Goal, Offside, just like games in the 90's had, but the reverb on the voice is annoying as hell.
Online of course is dead (Never more than 3 people playing at the peak every day) as is development apparently, since the developers shoot down even obvious wishes like "Custom Tournament" with "Game didn't sell enough, we can't do it".
I have to say this so far ranks as the second worst Football game i bought on Steam (and i bought quite a few). It's just no fun, it has next to no content, the price for the content is ridiculous
