Reviewing (mostly) every game (or DLC) in my library, part 170: ⭐️⭐️⭐️⭐️⭐️⭐️⭐️☆☆☆ (7/10) Europa Universalis IV: Cradle of Civilization is one of the most impactful regional DLCs for EU4, offering deep mechanical upgrades and flavor for Muslim nations—particularly in the Middle East and Central Asia. While it’s somewhat niche in scope, the systems it introduces are robust and still relevant even after many updates. 🕌 Pros:

Government rank upgrades. More agency for Islamic nations. Muslim countries no longer feel like generic blobs with a different religion. You can now upgrade your government via “government reform points,” unlocking unique bonuses and making your government type feel more customizable and rewarding. Each Islamic government (Iqtā, Pashā, Theocracy) plays differently, adding replay value.
Missionary schools and piety changes = more religious depth. The piety system gets a subtle but meaningful rework, letting you influence your country's development direction based on mysticism vs legalism. More importantly, Islamic schools of thought add permanent bonuses and national flavor, like picking a school that favors trade, military, or stability.
Professional armies, a foundation for army professionalism. This DLC introduces a mechanic that eventually becomes the army professionalism system in EU4. Training drills, building professionalism, and improving general quality adds more long-term planning to warfare and military development. It makes your armies feel like investments, not just meat shields.
Trade policy options. You can now assign trade companies with active policies, like steering trade or boosting income. These are minor changes, but they let you take a more hands-on approach to controlling trade nodes. It’s particularly strong for nations like the Mamluks or Hormuz who rely on trade power.
Tons of Middle Eastern events and flavor. Cradle breathes life into the historically rich but mechanically dull region. Countries like the Mamluks, Persia, and the Ottomans gain new flavor events, decisions, and mechanics, making them feel more unique and rewarding to play—especially outside the usual Ottomans meta.
📍 Cons:

Mostly regional content. If you don’t plan on playing as a Muslim or Middle Eastern nation, a lot of this DLC’s value is lost. The army and trade changes are helpful globally, but the bulk of the new content is geographically limited.
Government mechanics lack long-term complexity. The new government ranks are a great idea, but they can feel too straightforward. Once you pick your bonuses, there’s little interaction afterward, and there’s not a ton of reason to change direction mid-game.
Army professionalism system is undercooked. While it laid the groundwork for a great mechanic, it doesn’t go far enough. Gaining professionalism feels slow and the rewards—like drilling or general bonuses—are sometimes too minor to make a noticeable difference until very late.
UI clutter. More decisions, schools, and toggles mean more tiny windows and menus. Especially for newer players, these systems are barely explained and hidden behind obscure tooltips. It adds to EU4’s already steep learning curve.
Still leans on the old flavor model. This DLC came out before EU4 fully committed to the mission tree overhaul, so it’s still using older-style flavor—meaning mostly passive events and decisions, not big sweeping storylines.
