Other reviewer makes sense that this DLC seems to be a pay-to-win hotfix for the game's insanely slow construction times. The Cement Factory is actually useful, while not being absolutely essential, to the point where building it at all becomes a matter of expedience vs investment. The Constructor trait eliminates that by allowing you to build one for free.

The new building which comes with the DLC, Cement Factory, is a very useful addition to the game. This building practically speeds up the construction of new buildings significantly. Definitely well worth the money.

This should have been part of the original game or given for free. How can you justify 3$ or 1$ for so little content ? Consider tropico 4 as an incomplete / unfinished game, unless you buy the whole pack of dlc. If you can have the Collector's bundle (that include the 11 DLC) for a good price, then take it, this is a good game. If you buy the each item at full price, then you are a moron.

Great dlc. Adds some content. Although not as much as the others. It would be better if it was given away for free. It is worth taking in a pack with the rest. To be honest, I don't even remember how useful it is. Slightly simplifies production at the beginning of the game.

[h1]Tropico 4: Quick-dry Cement DLC Review[/h1] Quick-dry Cement is the third DLC for Tropico 4. This DLC contains one outfit for your avatar, one new building, one new extra mission, one new trait, and some decorations. The extra mission is "Gods of Economy". You will start by doing objectives related to housing. Later, the gods on the island will be angry at your economic policy. So, if you have more $50000 for three consecutive months, the Volcano God will be angry and a disaster will occur. So you will need to keep the treasury under $50000. And later in the mission, every two years, there will be a tornado attack from the Wind God as a sign of protest. You will receive a lot of money every year from each house on the island and he UN. And to make it more challenging, the quick-build option will be limited. For every 5 tourist that comes to the island, you will receive 1 quick-build. It took me a few hours to complete this mission as I spend most of the mission building my economy because I didn't expect that the mission will end too soon. It's a fairly difficult mission in my opinion. The new building is the cement factory. I find this building very useful as it increases the construction speed on the island, and it doesn't need any raw materials for production. The cement factory doesn't need blueprints or electricity as well. This could be a good early game building, but it will take a lot of space. The constructor trait is also very useful as well, as it gives a free cement factory and at 5 stars, it gives builders +50% faster skill gain. The free cement factory will give a big impact in the early game. The outfit and decorations are nice to have. Overall, I think Quick-dry Cement is a pretty good DLC as I often use much of its content.

Building: Good, though not as useful as the other reviewers claim it to be. The main good thing about it is that it has no blueprint and no resource attached, which is a great boon. The main issue is that it doesn't really make THAT much. The best I've seen in my games is $10K a year. By the point where you can fully staff a factory you can probably afford one that makes straight bank like the Rum distillery. The extra build speed is nice, though. Trait: Good, free factory is nice (though again by the point you have all those high school educated people you can afford to pay for one), and skill gain is always good. Outfit: dgaf Mission: Build a shit tonne of houses and hotels, pretty much. I don't enjoy natural disasters so it pissed me off a bit but it is still a fun and unique mission. This is pretty much a necessary DLC. The new building is very helpful in building your island up and providing an early boost to industry. Sadly the name is a misnomer, the proper term should be "quick-curing concrete".

Quick-Dry Cement is a third tiny DLC for this Tropico. Hm, I wouldn't be surprised if the first three were planned to be made right even before game was finished. The mission idea is interesting. You get money for building houses and you have to build a lot of them, even limiting quick-build option a bit and then threatening you with disaster. But it very quickly becomes a no-brainer, you don't even have to care about building your own economy, and soon it ends before it even begins. Really, I expected it to go on for quite a while, I only had to spam up with houses just a small bit of island. Maybe anymore of those would have made game lag too much, it's not sim-city. Anyway, mission isn't much, most people like this DLC for building. Quick-Dry Cement factory is actually quite powerful early game building. It both exports cement and it speeds up construction. Some call it almost overpowered. Just remember that you will need high-school workers for this.

Tropico 4's Quick-dry Cement DLC is item #3 in its DLC repertoire, and another reviewer has already summarized it thusly: "I almost consider this DLC to be cheating." It really kind of is. The Cement Factory is cheap, you never need to buy blueprints for it and it speeds up building construction. It's an earlygame booster shot for your economy that only needs $8,000. The new trait makes it even more ridiculous by giving you one for free and increasing the skill gain of all your construction workers. The new decorative items are some of my favorites (especially the giant flag pole) and the hard hat for your Presidente is nice, but they can't make up for the overpoweredness of the building and trait. There's also a new mission that I'll get back to you on, which I suppose puts the DLC as a whole into "decent value" territory. Just like the two before it, it's not [i]technically[/i] bad, but you should really just get this in the Collector's Bundle because otherwise I can only recommend it to powergamers.

I almost consider this DLC to be cheating. It creates quite a few jobs and almost isle has a few places where they can be placed. They either increase your bottom line by shipping it out or they help increase the speed of building stuff. This is usually one of the first buildings I build because it provides a good income right away.
