You're first presented with a title screen with way too much information on - it's a settings menu, a controls menu, a level select, and a main menu all shoved into one screen. The controls presented on that screen function as the only tutorial, and the game makes little sense at first due to the lack of a proper tutorial.
You control policemen and are tasked with protecting civilians, eliminating spawning zombies, and surviving for an arbitrary amount of time. The pathfinding on the policemen is pretty poor - they'll often just run in a straight line not knowing how to go around an obstacle. That is, if they even listen to your command - they will frequently just do whatever they want.
It's also difficult to differentiate the zombies from the civilians/policemen. At first I didn't even realize there were zombies present and that people were being infected. It's still hard to notice that one of the policemen got infected - the only way I realize is that I can't select it anymore.
Once you get a decent grasp on what's going on, the game is rather difficult. I don't believe it's difficult because it's a well-designed, challenging game... but because it's clunky, hard to control, hard to see, and unbalanced.
