That's a cool expansion that add new building related to ocean. Some of them are more usefull than another, but they all have they utilities. And the new campain is really good, even if it's a bit short (Half base game campain, I think). Good to have, especially if you can get a -33% or something up.

A total garbage set of missions. The programming is shot to hell. There are no less than four times where a mission came up, and ... bang, you die. Well, the sim equivalent of that, but die nonetheless. Mainly by giving mission requirements that are impossible within the timeframe, unless you have discovered a bunch of other stuff on the side. Basically, the main quest line and things-to-build, if you build them efficiently, will lead to your death. If you build them slowly, and do a bunch of other stuff (while completely ignoring the main line) then you'll be fine.
Oh, and the game-breaking bug in the sixth and final mission which means if you didn't click-off a quest during the fourth mission, then you are totally stuck. Yes, they started a scenario without doing the basic housekeeping of making sure the start-of-scenario quest is actually active. And you cannot clear the end-of-scenario quest from the scenario two-prior because...reasons.
Well done programmers. A load of tripe delivered and force-fed to your fans.

The holiday sale allowed me to buy this for $4
It is not worth $20.
Look, Tropico is one of my favorite games ever, but these DLC's should just be free, it would bring more new players, and a giant list of DLC doesn't scream "content", it screams "greed"
I appreciate the amazing series but this is just BS, if anyone wants this, steam sale ends in 50 minutes, get it now, don't buy it for $20.

I love Tropico 5, but for me the DLC is bugged. The mission "Terror From the Deep" starts with a quest called "Perfect Chum" which has three options that are unselectable, so the quest can't begin and no progress can be made through the quest.

Adds a huge amount of solid, singleplayer campaign time and the new buildings and resources contribute to the replayability of the base game. Some of the additions are a bit strange, but overall it's a fairly balanced and worthwhile expansion pack.
A tad on the pricy side at $20 but frequently goes on sale for $10, and is well worth the cost at that price.

If you're a huge fan of the game, but are cheap like me, then wait for it to go on sale.
If you're not, then you're probably never going to see this anyway.

I am tired of these money grabbing ways in games these days.
Forget the missiions, they can create all of these in a few hours.
Forget the Maps too.
So all you get here is a handful of buildings, that is it, and is that worth the price they are asking, no way!
How can they call this one a expansion, really?

If you look past the price tag, the real appeal of the expansion is the new campaign. It's half as long as the original campaign, but after so many one-mission DLCs, I've been longing for it. It didn't disappoint. Good Presidente humour, plenty of clever pop-culture references, and the objectives were generally not frustrating to get through. I successfully played through the whole campaign on the first attempt, with the pacing of the missions to be just right and in control of player, with some pressure to start the objectives earlier than later. With less reliance on "Gather xxxxx resources", most of the missions can be completed as soon as the player is in position, economically and militarily, to do so, rewarding good city design and forward planning.
The new buildings focus on the waterborne theme, being built instantaneously offshore. The Oyster Farms harvest pearls from fishing spots, providing a nice early-game source of income. Offshore Offices use a unique source of income, deriving its wealth from positive relations with other superpowers, and the Tidal Power Plant is a nice alternative to Coal and Geothermal Plants, providing a decent amount of power with deteriorating effectiveness for each Tidal Power Plant on the island.
The Fishing Trawlers are an alternative to fishing wharves, though they seem to be bugged, being unable to "reach" a fishing spot despite being built on top of one. The nuclear submarine is also a very nice unique building, allowing you to force trade agreements regardless of relationship. However, this also seems to be bugged, as having a non-operating submarine (it require uranium) prevents you from starting any trade agreements.
The other waterborne buildings aren't anything really exciting. Floating Apartments are hideously expensive, while other buildings provide entertainment. The thing that stands out about Waterborne is that no map is really made to capitalise on the offshore element. The vast majority of Tropico's gameplay and economy is based on land, on which there is never a shortage of, and there isn't really an incentive to move people offshore.
The deal-breaker is the $20 price tag. It's unfortunate that Kalypso is sticking with their DLC model. It's insulting to have $5 one-mission DLC each month, then get slapped with an expansion that costs half as much as the base game but doesn't do anything to overhaul the game. Rather, it only adds a extra building tab for the new waterborne structures along with its short campaign.
I would've been happier to see the price set at $10, maybe $15 at most, especially after paying for underwhelming, poorly designed one-mission DLCs. Kalypso needs to shed this DLC model as soon as possible, as the community consensus is to wait for the game to be on sale before collecting all the DLCs, which is only going to hurt profit and shrink an already-small fan base.
The fact is that there are better expansions for better games that are worthy of the price. Waterborne is not worth $20, but it's an enjoyable playthrough even if it's only for the campaign.

There are some Expansion Packs you want, and some you don't. The ones I refuse to buy are "Generalissimo" (building stinks, does little) and "Going Green" (building stinks, does little) off the top of my head.
Like "Mad World" (beautiful building, permanently raises healthcare at a low clip) and "Joint Venture" ("Hey man want some burg" is my cup of tea), this EP actually does something.
It grants a completely new Campaign, adds multiple buildings that are actually useful and grant new mechanics, and does more than just the mission/unused costime/one building system we've come to tolerate. The price is high, but not by too much. Twenty dollars is a lot to ask for. If I was Kalypso, I'd sell this for ten or fifteen dollars.
Get it on sale when that comes, though. I can assure you that you will be glad you did.
