Don't buy it this is at best beta release worth game.
can level about 6 levels max which means 80% of talents are not able to choose
towns can ONLY be captured nothing more they are not getting richer better or evolving at all.
not even the economy is evolving you have to reload the save your game and then reload your save in order for the cities to gain back there money, speaking of money, the most wealthiest cities have about 300 000$, the entire city....
example New York entire New York city has together 300 000$ what a joke. So after you have sucked out the entire world out of money or reloaded after every second trip you did for trading you can afford the best tier ship...
There are bugs in this game which sometimes makes you invaluable and sometimes extremely vulnerable,
movement in combat is so slow you go cook food and come back 15 min later and the boat still has not turned more then 20 degrees.
Worst of all with the best ship in game that has 188 cannons does only a little more damage then the starter ship does, but as the starter ship is way more agile it wins the fight. so in the end you have absolutely nothing to evolve as gaining the best ship or allies is pointless as you can nearly take on anything with the starter boat as its so agile.
There is no real quest or story line, there is no evolution there is real economy system there is only combat system so more or less this is a pirate simulator with bad graphics and by the way this game drains insane amount of GPU usage despite having old textures. it drains more GPU the ark survival evolved does which was pretty crazy back in the days. haven't played any game who drains so much GPU on best settings then this game.
And above all the AI is insane stupid if you get allies be ready that they are gona crash into you constantly which turns of your 10x speed ups.
also you cant converse with other factions, and if you forget what if you go into faction info there are not even names for the different factions you have to go to the world map and look for the specif flag to look what they are. The encyclopedia of in game of the game is also really lacking big time. i bet you that the dev did not ask a newby to read trough it and then give feedback as there is tons of stuff that is unknown.
The encyclopedia states "Each port has their own demand and supply"
which is nowhere to find out what they demand or need...

There is not information on what products are local except fishing villages which i expect to sell fish, which i have never traded so i cant really say if that is actually a trade able goods or not.
Just to make clear this is my personal opinion of the game.
I do not care what other think or what so ever.
It's my personal honest review and if the game develops i'll alter my review accordingly.
On the last note the dev who i heard is a one single man who made this game, which if it is true its quite impressive is working on patching the game so if he truly fixes the issues above i'll more then gladly change my review to a positive one as the game does have deftly good foundation and possible to get fixed but in my opinion a game should always be realised in full or clearly state its not a full version.

So I've played it for the last couple of days as of writing this.
As games go, there's definitely a fun challenging element to it while scratching the pirate itch. It certainly involves some strategy in how you attack/defend, what abilities you use etc. It's clear there's plenty left to be added, updated and refined, but the reason that doesn't put me off is because the developer is devoted to making it better - unlike many others out there.
There's elements from games like AC Black Flag, Sid Meier's Pirates and Naval Action thrown in there with some new elements as well and blended nicely. It would be nice to see if there could be more RPG elements added and interactions that could be had with NPC's too.
It's not perfect, but I find it fun and it's only going to get better from here if you're wanting a fun pirate game.
For those who don't do the tutorial and read bits of the Pirate'O'Pedia, of course you're going to be confused, if you don't do these things then there's only yourself to blame.
