I've literally never used the Propaganda Tower ever. Never had any need for it; by the time I have electricity and money to waste on it, I no longer suffer from protests. Electricity would be better spent on improving factory productivity, and extra money put into soldiers so your economy doesn't collapse and end up causing you to need the Propaganda Tower to begin with.

I thought it was one of the wackiest and best written missions. Worth like a dollar. The building added if used well can be really powerfull for making pesky religious or communist or enviromentilist tropicans convert to the Cult of el Presidente.

They rape you with all these dlcs. but i ended up getting them all they should have been a buck each so keep that in mind when reading these reviews ill still give it a good review just because i liked the game regardless.

I hate dlc politics when there are a lot of small DLCs for one game with content which should have been in the game by default but at least DLCs for Tropico 4 are cheap now, as the game itself is pretty old by the moment when this is written.

Building: Never used except to fill crevices. Trait: By the time you have electricity and TV stations you can just do what the factions want. Outfit: SO STYLISH. Mission: Not particularly interesting, but a warning: There is a mission where you have to have less than 5 criminals. Labour camp for whatever reason does not work for this mission. You have to use prisons, and then wait for their sentence to be over. Very annoying. Summary: meh. good outfit tho

Great dlc. Adds a lot of content. Although not as much as the others. It would be better if it was given away for free. It is worth taking in a pack with the rest.

"Propaganda" is another tiny DLC for Tropico 4 that gives you a new building, trait, mission, outfit, and two decoration items the store page didn't mention. The Propaganda Tower is the smallest constructable building in the game, but all it does is suppress protests and convert people into loyalists. Good for players who have trouble controlling their population and/or like roleplaying as fascists (or communists, with the outfit that makes El Presidente look like Lenin), but that's it. It does the same thing that statues and media buildings set to certain modes do, but it's cheaper and quicker to set up. The new PR Specialist trait gives you increased Loyalist respect and makes Journalists vote for you in elections. While it can be otherwise difficult to please Loyalists if you're too busy actually running Tropico to build grandiose monuments to yourself, the trait isn't overpowered like some of the other DLC ones. After all, there are buildings that have workmodes to convert people to Loyalists and raise their respect for you. You know, buildings like the Propaganda Tower. The base game also has a trait literally called Propaganda Specialist, which admittedly makes for some fun overkill if you combine it with the DLC trait. Meanwhile, the new mission (which starts in 1970) is literally about the Comintern having a "best propaganda" competition, which seems quite on-the-nose but also strangely believable. Shoutout to Norilsk for appearing as Tropico's foil once again. It's a fun mission, and despite all the wacky slogans (which are all taken from real life, a nice bit of history there) it's still not as insane as stuff from other DLCs like literal voodoo magic. The two 'bonus' decoration items look pretty nice at least, for those who want to really decorate their city. They're basically bigger, prettier versions of two of the base game's gardens. Overall I feel like this DLC isn't bad, but it's on the weak side; get it in the Collector's Bundle if you do want it.

Oh, look, it's the 8th tiny stuff DLC and I am here to tell you that it's still nothing special. The mission is the fun one. El Presidente competes with other communistical cities over who can make the most slogan become a reality. And Penultimo is the one that figures out what to do next, turning weird slogans into even weirder mission requirements. No pressure aside from last quest. Still surprisingly nice. Building is Propaganda Tower that converts surrounding people toward Loyalist faction. It doesn't seem to be much useful to me. It requires electricity. But hey, at least it's the most tiny non-decoration building in the game, you can squeeze it between buildings just because you can't put anything else in.
