Due to a budget SNAFU (for which Penultimo is not responsible), the remote island of Isla Guerra is revolting against El Presidente’s regime. Tropico needs to recruit skilled cadets via the new East Point Academy and prepare for a large scale assault by an invading enemy army.

The Academy DLC is number nine of Tropico 4's little content packs, giving you a new mission, building, trait, outfit, and two admittedly nice-looking decorations the store page doesn't tell you about. It's the worst DLC, because the centerpiece building, the East Point Academy, is [b]bugged and hasn't been fixed[/b]. It's a military cadet school that gives college-level education, but it's affected by a bug that turns female high school graduates into males. If I had to guess, it's probably related to the fact that students can be men or women, but soldiers in Tropico are male-only. It's not that useful even without the bug though, because normal colleges can be set to a military education workmode anyway, and as another reviewer put it: if you need to send cadets into battle you have bigger problems to begin with. At least the building looks nice? As for the non-bugged stuff, the new trait's primary feature is that it supposedly makes the Presidente avatar always kill their enemies in battle. It also increases Nationalist respect and slightly decreases Religious respect, something that would matter more if it wasn't easy to make everyone respect you to begin with. Given that the Veteran trait from the Junta DLC and the base game's War Hero background already increase El Presidente's combat skill, the Academy trait seems superfluous. Really, this whole DLC seems superfluous since there's already the Junta DLC to begin with. "East Point Cadet", the new outfit, is only available for female Presidentes, which is rather limiting. At least that's what I'm assuming - from what I can tell it's just a set of military fatigues appearing under the name "Fatigues". The new mission (starting in 1970) has you receiving aid from the foreign powers to defend against a (semi-engineered) rebel presence, with the CIA explicitly described as giving you information at one point. The mission text obviously needed another passthrough for bad grammar, typos, and mismatching the voiceovers. Hell, the description of the East Point Academy building has a typo in it to begin with! I feel like it has an interesting premise, but that's it. You should only get this one if you want to complete the DLC mission, otherwise it's a superfluous addition to the Collector's Bundle that you'd probably buy regardless if you like this game.
