Pirate Heaven is the fourth small DLC for Tropico 4, coming out after the much more substantial Modern Times expansion. Besides sharing a similar theme, it has nothing to do with Tropico 2: Pirate Cove, which was released in 2003 nine years before this DLC. The new smuggler dock building: situational, but very useful if you're in that situation. Being able to import things even if you're under embargo is essentially a middle finger to whoever's embargoing you. You can't choose [i]what[/i] to import though, the smugglers just deliver goods that your island needs. The new trait: pretty useful, less time between freighters and tourist ships is nice and cheaper dock buildings can help you establish a tourist economy faster. The new outfit: pretty badass, and comes in two pieces, the main outfit and the hat. Alas, you can only wear the pirate hat on a female character. "Pirate Heaven" is the title of the new mission; it's pretty interesting, surprisingly difficult, and starts in 1980 for some reason. It tells the player they're going to be engaging in outright piracy even though the smuggler dock building itself implies, well, smuggling activity instead of Somali-style piracy. Of course, that doesn't end up the only form of piracy available in the mission. Unfortunately there's a lot of typos and text that doesn't match the voiceovers in the mission messages. Overall, it's not blatantly overpowered like some of the other DLCs but it's still useful. I'd say pick it up in the complete bundle with the rest if you have this game.
