This came with the Tropico 4 collection I bought. I had no idea it even existed. I rarely ever import (due to constant debt and deficit spending), and by the time I do, my economy is stable enough that I can bribe the US and USSR regularly and thus never be embargoed. Completely and utterly useless
Tropico 4: Pirate Heaven DLC Review
Pirate Heaven is the fourth DLC for Tropico 4. This DLC contains one outfit for your avatar, one new building, one new extra mission, one new trait, and a new island. The extra mission is "Pirate Heaven". The mission takes place in Isla de Bucanero where it was supposedly to have been inhabited by pirates in the past. There will be a pirate index and heritage index. If the pirate index reaches 100 you will lose, and if the heritage index reaches 100, you will win. The pirate index will increase over time. To get heritage indexes, you must complete objectives. Some side objectives will give you some annual cash. And some objectives will reset your pirate index to 0. You will also be embargoed by every country so the smugglers hut will be useful. It's a moderate mission, and should take you about an hour or so to finish. It's a pretty fun mission in my opinion. The new building is the smugglers hut. It allows you to import resources at a lower price and allows imports during an embargo. Each smugglers hut can only import one type of resource, and only 5 can be placed on the island. It costs $3000 and it's quite small. I only know how great it was after playing the Pirate Heaven mission as the price of imports are noticeably cheaper. I find the new sailor trait to be underwhelming. The effects are lowering the time between ships arriving by -25% and at 5 stars, it will reduce the construction cost for docks, tourist docks, the luxury liner, marinas, and ship-o-rants by -25%. The outfit is only for female avatars as there is already a pirate themed outfit for the male avatars. I have mixed feelings about this DLC, but I would recommend it if you are buying the collector's bundle because it has a pretty good mission.

Great dlc. Adds some content. Although not as much as the others. It would be better if it was given away for free. It is worth taking in a pack with the rest. To be honest, I don't even remember how useful it is. Mostly naval improvements.

Building: Pretty good, especially if you're very debt-oriented like me. Trait: I used it and barely noticed an effect. Outfit: dgaf Mission: I did SO POORLY on this mission, failing multiple times. Honestly embarrassing. Its difficult! Summary: it good

Pirate Heaven is a 4th tiny-stuff DLC for Tropico 4. Nope, I count Modern Times DLC, which came out before it, as a proper expansion pack. And no, this DLC isn't directly related to Tropico 2: Pirate Cove, a black sheep of a series due to having a different theme related around pirates. So don't expect anything much. It comes with a fun mission where you have to complete whichever side-missions you decided to pick. Some help progress, others reset fail condition if you build something and some reset fail condition at a nasty price, but at least they are free and instant. Not too easy, not too hard, enjoy El Presidente's attempt at being a modern pirate. And the building you get is Smuggler's Hut. It imports random recources out of the ones that your buildings need for very cheap, even during embargo. I guess it's quite powerful thing when you have 5 of them and you have a diverse industry. Not sure if it helps me much though.
