Modern times adds a new campaign and a set of new buildings and a new edict tab. The new buildings are not had all at once. While the updated buildings are neat features with better features the new buildings will be unlocked for you as you hit certain dates (based on year). But you can no longer are able to build the older versions. They nearly all replace old buildings, campaign is well done but the difficulty is kind of lacking, the new structures can be overpowering. If you like Tropico 4 then it's definitely worth getting on sale or bundle. Some of the new buildings and edicts make the original campaign a bit too easy. Thumbs up!

There are 12 extra missions for this DLC. Each one of them is challenging and fun to play. The price tag is also great compared to the fun you would get playing these missions. I highly recommend this DLC for all the hardcore Tropico fans out there.

Modern Times is DLC that is comparable to Expansion Pack for your Tropico 4. Yep, every other DLC is tiny. It adds more gameplay mechanics, buildings and a whooping new campaign.
There are 12 campaign missions. I didn't beat them all, but they feel like fun, with interesting challenges and amousing story with characters. Well, you know, text deal.
What it adds gameplay wise are year-dependant changes and events. You can now check a timeline which will show you what to expect from the future in each year. It could be that you can't hire any foreign worker. Or forced edict. Or most often, you will get to build a new building or to have one of those upgraded. Well, upgraded forcefully, the ones that were already constructed stay as-is, but you can build only new ones. Like, apartament for 10 persons changes to 20 person one that requires electricity. From one point it's great, from another, if you didn't plan to build any power stations, then you may not like it.
But hey, progress doesn't wait for no one! I still think it adds more positive challenge and changes to gameplay.
Oh, and a bunch of edicts to issue.
No, classic campaign doesn't get any of these changes, as far as I am aware.
And it's pretty much a must-have expansion. Well, must-have mostly because base Tropico 4 was extremely similar to Tropico 3: Absolute Power edition. This will bring more unique elements into it.

Modern Times is an expansion pack for Tropico 4. This expansion pack has a lot of content to offer, such as a new campaign, new buildings, edicts, and much more. It also adds some new mechanics such as timeline events which are historical events that affect gameplay. These events will affect export prices, relations, immigrants, and etc. There are also some new achievements as well.
The new campaign adds 12 new missions. At the start you will only unlock a few modern buildings, but as time progresses, you will unlock more modern buildings. As the campaign progresses, you will unlock more and more modern buildings at the start of each mission. There are some plot twists in this campaign and it also adds some new characters as well. The campaign should take about 20 hours or so to finish as they are quite challenging. However, thereis a bug in the 6th mission of the campaign "Keep Calm and Carry On", where after you completed an objective you will be given a failure state. If the index is under 200, you will lose the game. The objective I finished should've gaven me an extra 300 index, but it didn't so I instantly lose the mission. Thankfully, I found the solution online.
The new modern buildings are mostly upgrades that replaces the old buildings such as farms replaced by bio farms, which takes up more space than the usual farm, employ fewer people, and can yield multiple crops at the same time at a much higher rate. But once you unlock these newer buildings, you can't build the old cheaper ones. There are also some modern buildings which is new and is not an upgrade such as the space program, the electronic factory, telecom HQ and more. The new edicts are also great and useful. Edicts such as fertilize, which permanently increases the soil fertility of the island is very useful. Some DLC missions use the Modern Times mechanics as well.
In summary, Modern Times is a fantastic expansion pack. It adds a lot of new great things. However, there are also some minor bugs. I recommend turning on the auto-save from the settings so you won't lose progress if the bug happens to you. But overall, Modern Times is must-have if you like Tropico 4.

The incredible ABSURDITY with this dlc is that you pay the devs to REMOVE content from your game!!
Once the modern buildings become availabe: GONE are the older ones! You want to keep building sections of your island with retro looking old appartments and condos? Gone! You are now stuck with ugly looking modern ones. You'd like to place a nice little market-place in one of your neighboroods? Gone! Your ONLY option now is a huge and horrendous supermarket. You've lost a garbage dump? Gone you can't build a new one. A nice fisherman's warf maybe on that beach comminuty you are now developing? Gone! Modern, sci-fi looking, fish farms are the only option. Same for farms and ranches. What about a little restaurant at the corner of that street? No'p! All replaced by this huge and cheezy looking ship-O-rant restaurant. How many ship-shapped restaurants will you tolerate on your island before agreeing this is tremendoulsly ridiculous and stop playing this game?! Despite complaints dating 5+ years back the devs have done NOTHING! No better proof that they have completely abandonned this game...and their custommers! (But somehow happily still take our money).
If you are just a little bit into city-building and like the freedom to chose your buildings and give your island the feel you like: Do not pay to REMOVE content from your game. Avoid this DLC !

Mixed opinion. While the updated buildings are neat features (they generally are higher quality/capacity), after you unlock the upgrade (based on year/timeline), you no longer are able to build the older (cheaper) versions. New Campaign is a nice feature though.

Modern times is an expansion pack to Tropico 4, that adds a new campaign and a whole set of new buildings and a new edict tab. The new buildings are not had all at once- this time the date actually means something, and over the course of a mission, new buildings will be unlocked for you as you hit certain dates. They nearly all replace old buildings, and you get things like a giant pyramid house, a skyscraper office building, a car factory, and more. The missions are well done but the difficulty is kind of lacking- the new structures are really "overpowered", like a farm that grows all kinds of crops and a borehole mine that will mine a thousand minerals each month. You end up with gobs of money really fast, and so you mostly just go through the motions. Worth picking up if you liked Tropico 4's campaign.

Wish it was possible to give this a mixed review... But I can't so here goes a negative :(
If the modern times buildings coexisted with classic ones, this would be a stellar review, but I absolutely despise any artificial limitations on the gameplay, and this expansion is doing exactly that, all the time.
This expansion completely ruins the experience for me, by taking away all the unique flavour tropico had - the cuban feel of buildings, suddenly you no longer have the ability to build "old" structures due to arbitrary design choice. Instead you are forced to build things you see in technologically advanced part of the world.
If you like glass and steel, go ahead. I don't.

If you like Tropico 4 then it's definitely worth the money as it adds an entire new campaign and the new buildings and edicts really do add a lot to sandbox mode. Some of the new buildings and edicts make the original campaign a bit too easy though especially if you have some of the other DLC.
Basically Tropico 4 is a very fun city builder that does not take itself seriously at all and if you enjoyed it I highly reccomend the expansion. If you're not into city builders then I don't think this will change your mind about the game either.

The capaign is great, and the possibility of modernizing older buildings adds A new layer of depth to your economic plan.
BUT
once you unlock a modern building, it replaces an old one on the building menu. Normally this would be fine, but modern buildings are bigger and more expensive than old ones.
Doesn't stop the whole thing from being good, but it's a bit of a nuisance
