I think the game is fantastic in its simplicity. It’s heartbreaking to see that there are no players around and only a few who play and, moreover, try to entertain others to attract more people.
Create a single, unique server without periodic resets. I know it would be crazy, but by revisiting some game dynamics and mechanics and, maybe, the interaction with the map itself, many would probably stay (even after completing the missions).

This game is like animal crossing but with guns. If you don't like pvp there are also pve servers you can join. Even though the game can be laggy the game play makes up for it. I would recommend if you like games with challenges.
