They tried to mix up the Papers Please formula by including a management feature and, while it was a creative idea, it falls flat. It leaves the user flipping between two screens only for both aspects of the game to feel neglected. I'm probably a third of the way through the story and so far all choices are driven largely by whether or not you want to make money more than any sort of moral or ideological dilemma. It's those aspects that make Papers Please what it is, so removing them from a game clearly inspired by it feels wrong. Not to mention, there's no real dilemma about who to chose for harvesting and who to place on the Ark since everyone is happy to die and there's little consequence if you just alternate who goes where. Even when you are making lots of money, it's not immediately clear what you're supposed to do with it. Turns out you can upgrade rooms or buy new rooms. I assume the new rooms allow you to make more money, but this isn't completely clear either. Managing your employees is a giant hassle because you can't see their needs from the papers screen, hence the constant flipping back and forth because if your employees experience stress, they instantly gain a debuff. tldr; In some ways the game is too easy, in others it's too tedious. So far, there's nothing rewarding about the story. I'll probably keep playing just to see if it can change my mind, but at 4 hours, a player should feel excited to continue a game rather than obligated. This game is for players who liked Papers Please, but hate being told what to do.
