Fun little game to start out on city planning. Great Retro Simcity 1989 feeling with the added perks of more transport options (trams). I introduced my son to this game as a start before moving on to more complicated games.
Pros- Easy to learn, simple layout, lots of tips/ tells you what to do next , beautiful retro look
Con- Can't rotate (Yes I realize its a Alpha release), Unlock seems unrealistic (Subway at 9600?). Also road options like calming bumps, crosswalks require unlock. Finally early power options. Clearly the developers are environmentally friendly. The first power option is wine turbine or solar power, the first policy option that pops is prohibiting plastic bags. All cool, but not realistic.
Overall a I would recommend this.

Not a lot going on here. I love city builders and I felt like I had exhausted the content within the 40 minutes I played. There's a very workman-like approach to everything in the game. It's functional but not fun. Sadly, I cannot recommend.

The game is rather boring. It could have more interesting concepts than Sim City 2000, more planning, data, ... It's definitely not "smart" city.

This game is pretty fun. It's city builder with transportation, some manufacturing buildings such as a car manufacturing plant, services like the old Simcity games, commuters, etc. There is RCI and Offices. There is even a Football stadium and American Football stadium. I'm enjoying it a lot so far.
There are some features I'd like to see: more building variety, be able to rotate the camera and zoom out further, and be able to click on trains/busses and see how many people are on them and where they came from. Also it'd be nice to be able to click on cars to see where they live and work. It's also important that the game have a building editor and freeways imo.

Not a good game. Just the graphics are ok but its like an alpha test in every other aspect...and the price is way too high for a game that it looks incomplete...you can not even rotate the buildings !

A cheap simple city building/management game that actually works out of the release. I haven't found any bugs that mess up game play. I built a city of 144,499 and yes the FPS rate has definitely slowed down but it's that way in any city building game when you hit high population numbers. While the game is a little tough early on, by the time you hit more than 5,000 in population the money starts flowing in and makes it easier to build without borrowing. By the time you hit 10,000 there's really no challenge left in making money.
A shame there's a dearth of cool building mods to make our SCP cities more cool looking, sadly no monuments yet but it sounds like something that will happen in a future update.

So, ironically, this is NOT a modern city builder, it's pretty much just Classical Sim City with a massive graphic upgrade.
That's it, it's not bad per say, but way to simplified. So if you want to play old-school Sim City with better graphics, then this is the game for you.
I'll keep playing Cities Skylines.

It's a pretty fun, old school city simulator. Reminds me of SimCity and SimCity 2000. But it's very basic right now, it definitely needs more stuff to build. I also don't know how "deep" the simulation actually is; it seems like cars just drive wherever there's roads, for example, even if there's nothing around. At about three hours in, I think I've seen almost everything the game has to offer as well. It's not difficult, either, anyone who has ever played a city sim knows exactly what to do to generate a hefty income.
That being said, it also doesn't take 20 minutes to load a new city like Cities: Skylines can. It's leisurely focused: the idea is to just have fun and make a city. I don't know if I can explain it well here, but there's just SO MUCH to do and worry about in Cities: Skylines that I can get overwhelmed and bored, and starting a new city sometimes feels like a monumental task. That hasn't been the case with Smart City Plan so far. The art style is nice, especially if you have fond memories of the old SimCity games. It's fun to build new cities, try new layouts. Not challenging, not original, but still fun.
I like it, that's really about it. I doubt it's ever going to be a great game, but it's definitely worth the $16.

I wanted to give this game a shot, but come on... You can't release a game without rotating buildings, poorly optimized and so on... Let's not talk about the interface... Sorry but no. And it's a shame because the concept is nice.

Great concept - but needs a lot of refining.
In it's current state, with the present price tag of ~$15, and being billed as a "modern city builder", I don't recommend this title in it's current iteration.
Being this title only launched today I can only assume it's going to go through a number of refinements over it's lifespan - so here are a few things I noticed and would recommend considering:
Firstly, this game quickly divulges into a game of "lay out the grid and plop as many solar panels as possible". Personally I think the devs need to take a closer examination at the city sim genre in general.
Drawing zones without auto-generating roads so you have to constantly demolish and rebuild streets to me seems just lazy - especially when titles like City Skylines and going as far back as Sim City 4 have these certain QoL mechanisms to allow the player to engage more deeply by not having to scrupulously and annoyingly demolish a number of buildings because they got a tad too zealous with their zoning.
The "email" style mechanism for alerts is rather tedious as well - after so many notifications for stuff so basic as "no power" after 10 seconds of the zone being developed quickly breaks the immersion for me personally. Every time I hear the ding and see a notification number next to the mail icon I just become frustrated and disengaged. A ticker or scrolling notification bar would be a much better experience here in my opinion.
I think there needs to be a major rework of the grid-style layout in the game as well. Doing 2D orthographic perspective makes the grid a good starting point - but I would like to see more experimental structures like roundabouts, curved roads, and generally just something that makes me see my city as a more organic and free-form entity versus something I could doodle out on graph paper and so rigidly structured.
Third, I only got an hour in before I completely lost interest. The first couple hours of gameplay are rather tedious and either need to ramp up more quickly or have more things to play with at the start. There's something to be said for a learning curve - but this one is far too shallow and most anyone familiar with the genre will quickly loose interest.
As it stands I think this is a solid first pass of the game - especially given it just launched today (as of time of writing) - but I don't think it's worth $15 in it's current state.
$5 and a huge sticker that says "early access" maybe...
As a city builder I don't see any distinguishing factors for this title beyond the art style. Mechanically I think it's dated and lacks some certain aspects that really make it a competitive "modern city builder" game.
But here's hoping it continues to change and update - I'll certainly keep an eye on it.
Errata: City Skylines did not have auto-generating roads. My b.
